getting into chat room problem

I have not tried to get into the chat room for a long time. Today I decided to stop in on the 9:00 a.m. meeting. Cannot get in. This is what it says at the bottom of the white box:

Connecting...

Unable to conncet: java.net ConnectException: Connection refused: connect

Please help!!!!

I think the last time I got into chat I was using StarChat. What do I do now as far as adding mIRC? I don't know what that is.
